Bitcoin Bill of Rights
I. The right of individuals and businesses to own, hold, self-custody, and transact in Bitcoin (BTC) shall be protected. No law, tax, regulation, or governmental action shall prohibit, restrict, or unduly burden the holding, spending, receiving, or mining of Bitcoin within the State of Michigan.
II. Any person, business, or institution in Michigan shall have the right to accept Bitcoin as a means of payment for goods and services, and no law shall compel or restrict private parties from denominating transactions in Bitcoin.
III. Entrepreneurs, developers, and businesses engaged in Bitcoin-related activities—including but not limited to mining, node operation, software development, and financial services—shall be free from discriminatory regulations, licensing requirements, or restrictions that do not apply equally to other non-Bitcoin related businesses.
IV. The State of Michigan and its subdivisions shall have no power to seize, freeze, or otherwise restrict access to Bitcoin held in self-custody without due process and a specific finding of criminal conduct by a court of law.
V. Bitcoin shall not be subject to any special taxes, fees, or levies beyond those applicable to other personal or business property.
VI. No financial institution operating within the State of Michigan shall deny or restrict access to banking services solely based on an individual’s or business’s ownership, use, transaction, or development of Bitcoin, ensuring equal treatment under state financial regulations.
VII. Michigan citizens shall have the right to transact in Bitcoin without mandatory disclosure of sender or receiver identities, except in cases where due process and legal warrants apply.
VIII. The State of Michigan and its municipalities may hold Bitcoin as a treasury reserve asset and accept Bitcoin for the payment of taxes, fees, and other obligations.
IV. No law, executive order, or local ordinance shall override or diminish the rights established in this section. If a federal act is imposed contrary to any of the aforementioned provisions, the State of Michigan and its subdivisions shall not impede any federal regulatory body from implementing any Bitcoin-related law within state boundaries.
